I have very little knowlage about non soviet tanks but it seems that the part that is fixed to the turret (with bolts and nuts, kek) contains view ports so commander could look around safely. Probably there is some sort of "fast swap" idea behind that construction. In theory if your cupola locking mechanism would break(that actually happened during war in soviet tanks, lol), it would "bounce" when the tank moves and hit commanders head, also making it impossible to use view ports on the cupola if tank moves, and needless to say that that increaces chances of someone throwing a grenade inside that tank since it's open...

Scientifically speaking, the "gold" consists mostly of yellow and black with tiny amount of magenta, while the white / blue consists of blue mostly, with a bit less magenta and black. Taking a look at the HSV values, it becomes obvious that they are in fact yellow (= gold) and blue.
